On the afternoon of July 31, China MCC convened the Promotion Conference on Integrity-Oriented Project Development and Lean Management of Engineering Projects. The conference communicated and implemented work requirements of “Reconstruct Systems to Strengthen Foundations, Remold Ecosystems to Improve Images, and Regroup for New Progress”, executed relevant arrangements from the Company’s annual work conference and midyear economic operation analysis conference, and mobilized responses to downward pressure challenges in the industry and solutions for persistent project management problems. Li Zhongze, Secretary of the Party Committee and Chairman of China MCC, and Chen Yang, Deputy Secretary of the Party Committee and President of China MCC, attended the conference and delivered speeches. Mo Chunlei, Member of the Standing Committee of the Party Committee and Secretary of the Commission for Discipline Inspection of China MCC, presided over the conference. Xiao Peng and Wang Bo, Members of the Standing Committee of the Party Committee and Vice Presidents of China MCC, were present.
Li Zhongze set forth the general requirement of “Prioritize grass roots level and project-focused work, target five-dimensional objectives, leverage the three project management manuals as key instruments, reconstruct a trinity engineering project management system featuring ‘Party-building driven empowerment, lean management enhanced efficiency and integrity construction supported safeguards’, and rebuild lean management capabilities for projects”. He emphasized that high quality Party-building should serve as the fundamental guide to translate political strengths of grass roots level Party organizations into advantages for project operation and management. Full chain lean management should act as the core instrument to unlock the full value creation workflow of projects. Integrity-oriented project development should serve as traction and guarantee to consolidate compliance and integrity risk prevention lines within engineering domains. Efforts should be made to turn every project into well managed, risk controlled, high benefit, upright and transparent projects, reliable projects and high quality projects.
Chen Yang pointed out that integrity-oriented project development consolidates development foundations while lean project management elevates development quality. As two sides of the same coin that complement each other, they constitute two pivotal instruments for the Company to cope with industrial downturns, further advance full and strict Party governance, and safeguard high quality enterprise development. He required thorough implementation of work deployments for “Generating benefits through cost-conscious operations, increasing efficiency via refined management, and improving performance through reform and innovation”. Centering on five dimensional objectives of “strong party-building, high quality, high efficiency, low costs and zero accidents”, effective measures should be adopted to ensure tangible outcomes from lean management implementation for engineering projects.
The MCC5 International Sports Park City Project delivered a presentation on integrity building and project lean management practices. China MCC5 Group, MCC Saidi, MCC Jiangong and China MCC19 Group from the Southwest Region shared experiences regarding integrity-oriented project development. China First Metallurgical Corporation, China MCC22 Group, MCC Southern, Shanghai Baoye Group and China MCC17 Group delivered exchange speeches focusing on lean management of engineering projects.
The meeting was held via on-site and video links. Deputy Chief Engineers, Deputy General Counsels of China MCC, headquarters department heads, leadership team members and department heads of various subsidiaries attended the conference. Relevant officials from China MCC headquarters, MCC Jiaonai and MCC Northern took part in the research activities.
