In the morning of February 21st, China Minmetals Corporation General Manager & Party Group Deputy Secretary and MCC Chairman & Party Committee Secretary Guo Wenqing visited the MCC20 Group to investigate, survey and give instructions, held a meeting to hear work reports and delivered an important speech.
At the meeting, Guo Wenqing held a wide and deep exchange with over 60 persons including MCC20's leadership members and principals of all departments and companies in Shanghai subordinate to the company, and heard the work situations of various units and departments. He affirmed MCC20's operating performance after the integration and recombination, and pointed out that new China Minmetals and MCC attach great importance to MCC20's economic development and the construction of its leadership. In recent years, MCC20 has developed continuously; the accumulation of its amounts have increased, but the leap forward in quality has not been reached. Now is a particularly key period. It is necessary to stand at the new starting point, plan development with careful thought and handle affairs and start businesses with a full youthful spirit and passion, realizing the promotion of overall construction and development to a brand-new level. For 2017, it is necessary to achieve an operating revenue of RMB 30 billion and profits of RMB 1 billion.
Guo Wenqing then put forward six requirements for the forthcoming work:
First, fully mobilize the enthusiasm of all the cadres and staff to be confident and pure of heart and handle causes with cohesion and power. As a pacesetter of MCC, MCC20's performance and brand receive a very good evaluation in both the MCC Group and society at large. For the enterprise's continuous development and the promotion of its team construction level, it is necessary to strongly boost the sense of urgency which advances with the times and the perspective, vision and ‘go-aheadism’. Following the integration, MCC20 maintains its powerful development momentum; it is necessary to focus on solving problems whereby the team is confident, happy, cohesive and powerful. The leadership should set an example, establish a healthy atmosphere and stop unhealthy trends. It is necessary to take the lead level by level and establish models level by level, as this is the foundation for doing a good job. The main leaders should pay attention to inclusiveness while the deputy leaders should pay attention to coordination. It is necessary to mobilize the energy and spirit of the staff, helping everyone to work in a happy and concentrated way. If we flinch, fail to be bold or confident enough, worry about gains or losses, haggle over every ounce, fail to be of good heart, be sedate, feel ill at ease or fail to spare no efforts when working, it will be extremely harmful to the enterprise's development.
Second, focus on traditional and hotspot markets and complete market planning. Market development is MCC20's specialty and advantage. Its capacity in this regard is very powerful. It is necessary to work out clear strategies, insist on strategic leadership, stand in Shanghai and radiate outwards, and give priority to developing the businesses of Jiangsu, Zhejiang, Fujian, Guangzhou, Shenzhen and Zhuhai. Never hit out in all directions like randomly striking with a hammer. It is necessary to convert our thoughts, adjust the principle of market development, carry out intensive farming in the market, make up for MCC's shortcoming in the expansion of Jiangsu and Zhejiang, and coordinate the development of the South China market.
Third, strictly control the various risks of the enterprise. Make efforts to become stronger and better. Controlling enterprise risks well is the premise and foundation for making an enterprise powerful. In particular, it is necessary to focus on the risks of big projects, risks of completion without settling accounts or failing to settle accounts for a long time, and risks of failing to calculate and collect losses, and it is necessary to take measures to address such risks as soon as possible.
Fourth, intensify project management and solve the problem in which the market and the projects are not coordinated. It is necessary to steadily grasp project management, learn from the experience of Baosteel's construction and feasibly solve the problem of mismatching and discordance. It is necessary to optimize the construction schemes of projects, strictly grasp project cost management, appoint qualified and dedicated management teams, strictly grasp business cost accounting, refine and quantify management indexes, strictly prevent leakage, and strictly prohibit trade related to nepotism and venal and selfish behavior. It is necessary to make the philosophical MCC spirit of ‘Never delaying and never slacking’ enjoy popular support and take root in projects so as to lead the fast and strong development of the enterprise.
Fifth, continue leading the overseas market. MCC20 should make its overseas market stronger and bigger. Profits from the overseas market should account for 20% of the total in a short term so as to truly give full play to your leading role in the Group. It is necessary to focus on the traditional metallurgy market, especially significant metallurgical projects along the ‘One Belt and One Road’ route. For overseas projects, it is necessary to finish collective decisions, and make decisions dependent on lifelong responsibility.
Sixth, greatly cultivate the feelings of deep love for the enterprise and teams. An enterprise is like a big family. A good leading cadre or good employee must deeply love their own enterprise and care for it as they care for their own family. A cadre who does not love their enterprise cannot be a good cadre, so they cannot be put in an important position. Only in unity can the required force and fighting capacity be formed. The leading cadres should take the lead in making examples, leading the lower level by the higher level, and strongly establishing an atmosphere of honesty.
