On January 26th, 2018, the MCC Group Discipline Inspection Commission organized a quarterly work meeting with the discipline inspection commission secretaries of the subsidiaries. It was presided over by Group Company Standing Party Committee Member and Discipline Inspection Commission Secretary Shi Dexin, and attended by the discipline inspection commission secretaries of the subsidiaries, several Inspection Department directors and all Group Company Inspection Department personnel.
At the meeting, the attendees studied the spirit of General Secretary Xi Jinping’s important speech at the Central Discipline Inspection Commission’s 19th Second Plenary Session and its bulletin spirit, and the spirit of the Central Enterprises’ Party Style Clean Governance Construction and Anti-corruption Work Meeting. Shi Dexin pointed out that the discipline inspection cadres at all levels, especially Discipline Inspection Commission secretaries and Inspection Department directors, should learn the speech, bulletin and meeting spirits more seriously, and read them repeatedly. ‘The more you read, the more you will understand’. It is necessary to focus on understanding and digesting the spirits, keeping them in mind, practicing them, deeply recognizing that the strict administration of the Party requires adhering to and enhancing full leadership, and firmly maintaining General Secretary Xi Jinping’s core position in the Central Party and whole Party, as well as the Central Party’s authorization and centralized and unified leadership.
The discipline inspection commission secretaries of the subsidiaries and Inspection Department directors carefully discussed the MCC Group Party Style Clean Governance Construction and Anti-corruption Work Report in 2018 (discussion paper), combined their own actual work situations and put forward rectification suggestions and opinions regarding the report.
The MCC Group Discipline Inspection Commission summarized the situations of the inspection feedback and rectification work in 2017, introduced arrangements for the inspection work plan of 2018, commented on the year-end evaluations of the discipline inspection commission secretaries of subsidiaries in the 4th quarter of 2017 and the whole year, and reported on the petition handling and problem marker rectification situations in 2017, as well as the anti-corruption construction situation.
Shi Dexin put forward three specific requirement for the current work: first, the Discipline Inspection Department cadres at all levels should continue to deeply learn the spirit of the Party’s 19th National Congress and the Central Discipline Inspection Commission’s 19th Second Plenary Session, especially the spirit of General Secretary Xi Jinping’s speech at the latter, further consolidate and enhance the ‘four awarenesses’, firmly establish the ‘four confidences’ and more consciously guide, practice and lead all the work in accordance with Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era. Second, the discipline inspection organizations at all levels shall summarize and extract the work experience of 2017 in line with the spirit of the Party’s 19th National Congress and the Central Discipline Inspection Commission’s 19th Second Plenary Session, and transform that experience into real achievements. Third, the discipline inspection organizations at all levels shall make strong arrangements for the work plan of 2018, especially the work thought in the first quarter, and try to achieve a ‘good start’.
Finally, Shi Dexin held a group meeting on the inspection and rectification work. He emphasized that the MCC Group has never been through an external inspection. All subsidiaries shall treat the inspection as a political experience, regard rectification as the completion of the political missions and firmly complete the rectification measures. It is important to follow the rectification policy of ‘strict requirements and detailed rectification’, focus on improving rectification quality, obtain real effects in the rectification, implement the measures in a resolute way rather than a mild and gentle way, firmly put an end to perfunctory, ineffective and refused rectification phenomena, and conduct extension inspections of subsidiary units that are not covered.
