On the morning of February 28th, China MCC convened its 2026 Resumption of Work and Production Conference. This meeting served to thoroughly implement the spirit of the 20th National Congress of the Communist Party of China and its subsequent plenary sessions. It also aimed to coordinate the work arrangements of the Group Company and China MCC's annual work conference, further unifying thought and building consensus to ensure a strong start and steady progress for the year's production and operational objectives. Chen Jianguang, Member of the Party Leadership Group and Deputy General Manager, Secretary of the Party Committee and Chairman of China MCC, attended the event and delivered a speech. Bai Xiaohu, Member of the Standing Committee of the Party Committee and Vice President of MCC Group, made arrangements and deployments for the resumption of work and production. Wang Zirui, the Company's Deputy Chief Engineer and Chief Safety Officer, presided over the conference.
The meeting conveyed and studied the spirit of the national video conference on safe production and forest and grassland fire prevention and control. It was required to earnestly align thoughts and actions with the decisions and deployments of the Party Central Committee and the State Council, resolutely carry out various tasks related to safe production, and prevent and resolve all types of safety risks.
Chen Jianguang, in conjunction with the current situation, put forward three requirements for doing a good job in the resumption of work and production and the work throughout the year: First, strengthen development confidence and seize the initiative in the opening of the "15th Five-Year Plan" by grasping the overall trend. Scientifically analyze the situation, enhance development confidence, strengthen system construction, accelerate the promotion of the "Fifth Five-Year" strategy, focus on the annual goals and tasks, and ensure that the first step of the "15th Five-Year Plan" achieves new results. Second, focus on the market and the site, and consolidate the foundation for high-quality development through dual-wheel drive. Lead development breakthroughs with ideological emancipation, deepen the "Five Linkages," build a core competitive advantage of "clenched fist," and ensure full-element and full-chain control of contract fulfillment. Third, build a solid safety barrier and adhere to the bottom line of safe and stable development through strict implementation, strict management, and strict control. Strictly manage quality, strictly manage safe production, strictly control petition handling and stability maintenance, earnestly do a good job in safety and emergency work during the Two Sessions, and hold firm to the bottom line of safety and stability.
Bai Xiaohu outlined the deployment for work resumption and production, as well as key tasks for the entire year: Firstly, accurately grasping the significance of work resumption and production. Comprehensively understanding the urgency of work resumption in achieving annual objectives and the paramount importance of safety and quality, thereby rigorously advancing the implementation of the "1+1+N" manual system. Secondly, effectively strengthening the support for work resumption and production. Coordinating five major resources and strictly adhering to the "six-point preparedness" requirements to provide robust support for work resumption and production. Thirdly, comprehensively enhancing the quality and efficiency of work resumption and production. Vigorously focusing on contract fulfillment management, deepening commercial management, reinforcing quality control, and strictly observing safety bottom lines to meticulously implement all aspects of work resumption and production.
The meeting was convened in a hybrid "in-person + video conference" format. Company leadership, non-leadership senior management, heads of all headquarters departments, principal heads of Beijing-based subsidiaries, and relevant leaders in charge of engineering and safety attended the main venue. Other subsidiaries and their subordinate branches, as well as project departments (production plants), participated through 2,747 virtual sub-venues, with a total of 19,101 attendees.
