We should smooth system construction, strengthen both process assessment and final assessment, and ensure unimpeded communication and high efficiency; intensify efforts in market development, improve the quality of marketing, and unswervingly adhere to the goal of "100-billion overseas business". It is essential to establish a "Grand Business" management system, support and cultivate a stronger business team; adopt different strategies for different types of loss-making enterprises to strengthen their governance. Also, we should carry out preliminary research and planning for the "15th Five-Year Plan". Third, improving work conduct.
