On the morning of February 26, Guo Wenqing, General Manager and Deputy Secretary of the Party Group of China Minmetals, and concurrently Chairman of MCC, presided over a special meeting of China Minmetals to make full use of national policies to effectively reduce the risks brought about by the epidemic.
At the meeting, there are opinions that since the outbreak of COVID-19, General Secretary Xi Jinping personally directed, deployed and made a series of important instructions on epidemic prevention and control and economic and social development. On February 23, General Secretary Xi Jinping's important speech at the Meeting on Coordinating the Prevention and Control of Novel Coronavirus Pneumonia and Economic and Social Development comprehensively summarized the epidemic prevention and control work in the previous period, deeply analyzed the current epidemic situation and its impact on economic and social development, and clearly put forward the key tasks and major measures to strengthen the leadership of the Party and coordinate the epidemic prevention and control with economic and social development as a whole, which pointed out the direction and provided fundamental guidelines for work on the next stage across China. The State Council and relevant ministries and commissions have issued a series of policies to support the development of enterprises. On February 25, the State-owned Assets Supervision and Administration Commission of the State Council (SASAC) held a teleconference to coordinate the prevention and control of COVID-19 and the resumption of work and production in central enterprises. It made clear arrangements for the reform and development of epidemic prevention and control and the resumption of work and production. It required central enterprises to strengthen their overall awareness and give full play to their influence and leading roles. China Minmetals should conscientiously implement the decision and deployment of the CPC Central Committee and the State Council, and resolutely win the battle against the epidemic that may last a long period through concerted efforts by every member.
At the meeting, attendees specially listened to the report on the policies related to the epidemic situation recently issued by the state, and put forward the following requirements for the overall coordination of epidemic prevention and control and resumption of production and operation.
First, China Minmetals should closely follow and fully implement the decisions and deployment made by the CPC Central Committee step by step. Since the outbreak of the epidemic, China Minmetals has resolutely implemented the spirit of General Secretary Xi Jinping's important instructions and the CPC Central Committee's decision and deployment, effectively improved its political stance and worked with effort to shoulder the responsibility of epidemic prevention and control. When Wuhan was announced to enter the most critical period of epidemic prevention and control, China Minmetals had lost no time in issuing an emergency mobilization order to confirm our members' confidence and point out the direction. In the face of the serious situation of the accelerated spread of the epidemic, China Minmetals fully deployed the epidemic prevention and control work. During the critical period when the epidemic prevention and control work was at a stalemate, all subsidiaries have been required to be firm in confidence, carry out scientific prevention and control, resume work in an orderly manner and move forward firmly. China Minmetals has clearly put forward the call order that "we will definitely defeat the epidemic; we have every reason to fight for a better life as always; we must overcome the difficulties faced by us; we need to set foot on the journey not ended yet", and further put forward the call order that "coordinating epidemic prevention and control with production and operation", both of which should be paid attention to and implemented in a balanced manner. Practice has proved that China Minmetals has shown such characteristics in epidemic prevention and control as clear direction, rapid response, early deployment, swift action, proper organization and effective measures. At present, the epidemic prevention and control work of China Minmetals is generally stable and controllable, with its level of overall resumption of production and work at the forefront among central enterprises. However, we must also clearly see that it is still tough and complicated to control the epidemic and that epidemic prevention and control work is at its most critical stage. At this critical moment, we must remain highly vigilant and clear-headed. We must never slacken our efforts to fight bravely, so as to consolidate and expand our achievements. It is not until we gain a complete victory against the epidemic should we be self-satisfied for temporary success.
Second, China Minmetals should strengthen confidence, make overall plans, and never slacken to implement epidemic prevention and control work. China Minmetals is witnessing a positive trend of epidemic prevention and control, but there is still heavy pressure on such work. Especially during the period with orderly progress of production and work resumption, and returning to work of massive employees under way, we must continue to seriously implement epidemic prevention and control. We should firmly hold that both imported cases and spread within the area should be prevented, detailedly focus on the work of each key link, adopt a multi-pronged approach and make efforts towards the same direction. We should never slacken our efforts to implement epidemic prevention and control in areas seriously stricken by the epidemic. Our enterprises in Hubei, Wuhan and Beijing should strictly implement the requirements of territorial management and firmly support and cooperate with the work of local governments. We should never slacken our efforts to do a good job in the management of important places and materials for epidemic prevention and control, such as site disinfection, personnel hygiene, and the allocation of protective equipment. We should work with effort to finish the "last kilometer" of epidemic prevention and control. We should continue to make overall planning of epidemic prevention and control, give full play to the Epidemic Prevention and Control Office of China Minmetals to serve as the "wartime headquarters", be fully responsible and bravely take responsibilities.
Third, China Minmetals should stay focused with the resolution to push forward the resumption of work and production. Both epidemic prevention and control and production should be paid attention to. Effective epidemic prevention and control is a prerequisite for work and production resumption. But we cannot focus only on the epidemic and slack off on production. Our development will be hindered if everyone feels in danger and is protecting himself. China Minmetals have held special teleconferences on scientific epidemic prevention and control and orderly resumption of production and general manager meetings to make overall arrangements for the resumption of production. Through such efforts, progress in resumption of production has been achieved across the enterprise. Although under the current grim situation of epidemic prevention and control, work resumption for all staff has been basically implemented among the headquarters of China Minmetals and subsidiaries at all levels. China Minmetals successfully issued USD 1 billion of overseas Senior Perpetual Bonds and set the lowest cost among all previous overseas Perpetual Bonds at an interest rate of 3.375%. Following the arrangement and deployment of "giving full play to the overall dispatching capability of China Minmetals, if the workers in Wuhan fail, other workers in China should participate in the project construction; if the workers in China fail, those outside China should join them," China Minmetals has witnessed project construction being significantly accelerated, with the resumption of work and production being vigorously and orderly pushed forward. At the Meeting on Coordinating the Prevention and Control of Novel Coronavirus Pneumonia and Economic and Social Development, General Secretary Xi Jinping stressed the need to improve working skills. He emphasized that the leaders at all levels should improve their political stance, make earnest and deep understanding, be diligent in thinking, work to make plans, enhance strategic leadership, strengthen the frontline command, attach great importance to production safety during the resumption of work and production, and ensure the implementation of all work.
Fourth, China Minmetals should make effective use of policy support to ensure the steady development of the enterprises. Relevant departments such as the Finance and Treasury Division and the Party Group Organization Division should conduct in-depth and categorized research for the phased supporting policies issued by the state and relevant ministries and commissions, strengthen communication with various ministries and commissions of the state and major research institutions and guide all subsidiaries to make good use of and fully implement such policies. China Minmetals should thoroughly study the objective impact of the epidemic on China's economic and social development and the "four beams and eight columns" business field, effectively strengthen the prevention of various risks such as customer credit risk, legal contract risk, and safety inventory, improve and perfect the risk prevention mechanism, make sufficient risk prevention and response measures, and ensure that risks are measurable, controllable and bearable. China will actively expand the effective domestic demand. Therefore, China Minmetals should keep a close eye on the development opportunities such as capital construction and people's livelihood construction after the epidemic, make overall planning, early preparation, early deployment, and early arrangement, seize a batch of comprehensive and key high-tech projects, and provide more supporting forces for the long-term and high-quality development of the enterprise.
Fifth, leaders should always work at the forefront with responsibilities fully undertaken at this critical moment. The outbreak of COVID-19 will inevitably have a great impact on the economy and society. However, the good fundamentals of China's economy in the long term have not changed. China's economy is large in size and resilient. The impact of the epidemic is short-term and generally controllable. We must faithfully implement various decisions and arrangements made by the CPC Central Committee, practically complete our work, and undertake responsibilities in difficult times. Leaders and CPC members should be firm in their confidence in winning the battle against difficulties, enhance their sense of responsibility, bravely bear responsibilities with indomitable spirit, and always stand at the forefront to ensure the Party flag to always fly high at the forefront of epidemic prevention and control and resumption of work and production. In particular, the "top leader" of each subsidiary should take the lead in performing duties with every effort, take the initiative, act actively and effectively, implement the leadership to motivate all employees to work with concerted efforts for a common goal, and move forward firmly by breaking through any difficulty. The CPC Central Committee has not changed the economic development objectives for the whole year for the country. The State-owned Assets Supervision and Administration Commission of the State Council (SASAC) has not changed the tasks and objectives set for central enterprises for the whole year. Also, China Minmetals has not changed its business objectives for the whole year. All departments and enterprises under direct management of China Minmetals should adhere to the goal, minimize the impact of epidemic prevention and control, do their best to contribute more, strive to achieve the objectives and tasks of the year-round reform and development, fully demonstrate the responsibility as "backbone" to "support" at the critical moment, remain true to the original aspiration and fulfill the mission, and show excellent performance in challenges.
