On May 27th, China Minmetals Corporation General Manager and Deputy Party Committee Secretary and MCC Group and China MCC President and Party Committee Secretary Guo Wenqing visited Minmetals Development Co., Ltd. and Minmetals International Tendering Co., Ltd. to conduct investigation and guidance. China Minmetals Corporation Deputy General Managers Yao Ziping and Jiao Jian separately escorted him in the two visits.
During his investigation, Guo Wenqing heard reports on enterprise operation and management from Minmetals Development General Manager Liu Qingchun and Minmetals International General Manager Gao Xiaoyu. He held cordial talks with the leaders who attended the forum, and emphatically gave specific guidance on the present enterprise management, future development ideas, subordinate enterprise hierarchy, 'two funds' occupation and compression, warehouse logistics layout, overseas enterprise control, strengthening synergy with MCC and so on.
Having heard the reports of each enterprise, Guo Wenqing stated that he truly feels that the positive movements that the leading employees take in difficult times and their confidence about future development are more precious than gold. The integration of the China Minmetals Corporation and the MCC Group, both Top 500 enterprises, will produce huge synergistic effects at home and present incomparable strength overseas. On this basis, the China Minmetals Corporation will surely enter a new development stage and gain more and better development opportunities than before, thereby constantly moving towards a new level. The difficulties we face are temporary, and the targets of the New China Minmetals Corporation can certainly be achieved.
Guo Wenqing went on to point out that Minmetals Development is the eldest son of the China Minmetals Corporation, working in the traditional business of its parent corporation. It should be fully understood that the comparative advantage of tradition is weakening and a new competitive advantage has not yet been set. Minmetals Development is in the key stage of changing power and shifting development. It must broaden its way of thinking, speed up innovation, transform the business pattern, upgrade from simple trade to the integrated services of a full ferrous metal industry chain, create a large customer and project base with China Minmetals’ characteristics matching the national enterprise brand’s strength, and become the top metal mining trade and logistics company in China which integrates trade processing and distribution.
Guo Wenqing also pointed out that Minmetals International is the core enterprise of the New China Minmetals. We want to create a new China Minmetals overseas and become a world-class metal mineral enterprise group, and this largely depends on the ability of Minmetals International to acquire and configure resources in the global metal mineral field. Minmetals International shall stand at this level, shoulder its mission, undertake heavy responsibilities, complete its top-level design, formulate a clear strategy to lead development, and use its courage and visions of huge development to overcome the present difficulties and solve the pressing problems.
Concerning the work of Minmetals Development and Minmetals International, Guo Wenqing emphasized that:
First, we shall fully understand the severe situation of metal mining and prepare ourselves for a persistent fight. Estimations of the current situations both abroad and at home shall be positive, precise and realistic. All the enterprises of China Minmetals and MCC shall strive to attain a further and deeper understanding of the new normal, adjust and correct our courses and the direction of our thinking, and plan all subsequent work according to the requirements of a persistent fight. There shall be no more waiting, relying on others or delaying. We shall systematically carry out research into solutions, making efforts in technical innovation, cost reduction, creating new competitiveness, and recreating new development advantages.
Second, we shall implement precise and careful management, achieve under pressure and fulfill our responsibilities. The leaders shall find and address problems while keeping the general goal in sight and starting with the details. Only by addressing problems in detail can serious risks, leaks and dangers be solved. We shall handle the pressure of each task and implement responsibility on each level. If just one person can take responsibility, then others shall not. If one department can take responsibility, then the others shall not. It is pointless for everyone to take responsibility. Only by upholding responsibility can implement effective accountability. We shall first build a supervision and accountability system, integrate specific business with procedural and normative discipline supervision, and focus on typical cases in strengthening accountability.
Third, we shall free our minds with strong confidence, and generate positive energy to promote the development of our enterprise. The leading places and key positions shall be taken by great leaders who want to act, want to perform well, and are possessed of strong capability, responsibility, loyalty and honesty. The leadership shall be improved particularly in the ability to grasp and lead subordinates. The leaders themselves shall play an exemplary role with a completely dedicated spirit in their work and an utterly strict spirit in their style. We shall sufficiently motivate the leaders at all levels to form a situation in which the leaders lead and the team advances, racing and galloping. Our careers will advance courageously and we will not be defeated.
Before the investigation of Minmetals Development and Minmetals International, Guo Wenqing visited the China Minmetals Corporation’s Erligou workspace, communicated with employees in the canteen and proposed requirements for strengthening the guaranteed management of the workspace.
